This chapter examines energy integration issues within Latin America, with a discussion of the current situation, focusing on both the "haves" and "have-nots" and the benefits and drawbacks from energy integration. It examines the opportunities and prospects for the future, in particular with a discussion of some of the benefits that might be attained from widespread integration of electricity markets within the region, and why these opportunities have not been achieved to date, identifying the geopolitical issues that should be considered in any integration effort, and the progress that has been achieved so far by looking at the regional experiences in energy integration. Among the conclusions of this chapter is the belief that for energy integration to succeed in Latam, a compelling belief is needed within policymakers and political establishment on the benefits that can be attained from such integration. © 2013 Elsevier Inc. | In 2011, the Andean markets initiative (under CAN) started a wider plan where Bolivia and Chile became part of what is known as the Andean Electricity Integration Initiative. In April 2011, ministers, deputy ministers, and senior officials of the Energy Sector of Bolivia, Chile, Colombia, Ecuador, and Peru met to discuss issues related to each country’s electric infrastructure and the mechanisms to advance in a process of regional electricity integration. Resulting from this meeting, the Galapagos Declaration has agreed on creating the Council of Ministers for the Development of the Andean Electricity Corridor. Consequently, a request for technical and financial support was submitted to the IDB aiming at making progress toward the fulfillment of the goals defined in the work plan. The basic principles within this initiative aim to ensure the stability and legal and contractual assurance, free transit of electricity, together with free and nondiscriminatory access to the remaining capacity of the networks. Later, in a May 2012 meeting, The Council reviewed and approved the studies to be carried out with funding from the IDB in the areas of regulation and planning of interconnections. Also, a timetable and an institutional framework of the work to be conducted were agreed, expecting an approval in the next Council of Ministers meeting. The technical cooperation is financed by the IDB, through the “Support for Andean Studies of Electrical Interconnection, RG-T2056” Project. |
