This document shows the results of a comparative analysis with respect to the transfer system of the fishing rights in the European Union -Spain in particular- with the current regulation of Chile. These systems were subject to an evaluation of the key issues related to their effectiveness, fishermen mobility, the social cohesion and the concentration of rights, with the objective of verifying if they harm third parties and that they do not generate situations of monopoly or oligopoly when the transfer of fishing rights comes Into effect.
