Many Latin American countries have been subjected to extreme climatic events such as floods, droughts, drastic declines in precipitation, and extreme changes in temperature. The majority of Latin American countries have social problems that are closely linked to inequality and vulnerability. This situation creates obstacles for addressing the challenges of climate change. Many of these countries have drafted policies for dealing with the impact of climate change, but in most cases these measures have turned out to be infeasible due to the poverty and marginality of millions of people and their environmentally ravaged and geographically isolated lands.
