From inception of European citizenship in the MaastrichtTreaty to date, has gonefrom being a symbol of European federalism to a real vector generating rights for citizens of each of the Member States. We are witnessing a formulation in progress, which allows drawing a civic citizenry beyond one's nationality, and can serve as an example for other regional organizations.
