This paper analyzes a recent ruling of the Expert Panel regarding the open access regime for additional facilities that is established in the General Law of Electrical Services (hereafter, "Electric Law"). The focus of the analysis is the approach and practical application of sectoral rules governing the open access regime for additional transmission facilities and its order of precedence among interested parties.
