Study of neoliberalism as an active device in the space production is an issue that deserves further reflection. This article is based on the assumption that the neoliberal State reproduces itself by means of expanding and strengthening its action that seeks to solve its inherent contradictions through space production. From the use of conceptual categories, such as spoil and exhaust, it reflects on the operation of the neoliberal policies in social housing, with special emphasis on the metropolitan areas of Santiago and Valparaiso. The utilization of these notions is relevant to identify how the poor remain deprived of city access through new public policies that seek legitimacy in arguments that supposedly point to "a neoliberalism with a human face".
