Taking into account that currently the guarantee of citizens' rights is a central issue in the construction of social protection systems in Latin America, and that the implementation of social services through private and non-profit organizations is a reality, this article explores the state of the debate on the private provision of social services and proposes a research agenda for Latin America. Through an exhaustive revision of recent Anglo literature about Public Private Partnerships (PPP) in social services, different perspectives and emerging tensions are illustrated as well as the possible risks of transfer North studies to Latin American reality, where the construction of social citizenship remains incomplete. It finishes with a Latin American agenda to advance in the theoretical and political debate as well as on empirical studies regarding the relationship between APP in social services and a guarantor State of rights in the region.
