This paper aims to identify the factors of innovation and entrepreneurship through production, measurement and analysis of regional statistics and, thus, contribute with the design of public policies in order to improve the competitiveness of the Region of Arica and Parinacota, Chile. In this proposal, the economic indicators stem from measuring nine factors linked to knowledge management of a territory, taking as subjects of study the agents identified in the triple helix: business, government and academia. The results show that the region's strength is found in knowledge management, service portfolio and mapping of knowledge and competitive intelligence, while weaknesses surface in intellectual property management, business/client development and personnel assessment and motivation.
