In Chile, the local governments present their intentions to modify the territory through District Development Plans (PLADECO in Spanish). In this research, PLADECO's objectives are identified and analyzed to construct a supra-local image of the 52 districts in the Metropolitan Region of Santiago. Subsequently, these local objectives are related to those of the regional territorial planning developed by the government to highlight the local emergence in territorial planning, particularly with the provision of ecosystem services and the development of new centralities for the Metropolitan Region of Santiago.
