Since theUrban heritagenineties, a processNeoliberal urban developmentof materializingMemory sites memory through detention centers that operated during the dictatorship has begun, becoming part of the urban heritageUrban heritage. The National Institute of Human Rights (INDH) proposes four phases of recovery of the buildings: identification (1), declaration (2), recovery (3), and enablement (4). However, memory policies have not yet managed to promote a legislative framework that allows everyone to reach the final stage, being violated by the neoliberal logic that structures the urban development of Chilean cities. This study focuses on the Venda Sexy memory siteMemory sites, where the building, despite its declaration and the StateState’s attempts to buy it, was sold to a real estate company in 2019, becoming a disputed territory and leading communities to develop various strategies of participation and resistance for the conservationConservation of memory in cities.
