This manuscript analyzes the role of the bicycle in the different Local Territorial Planning Instruments (IPTL) in Santiago. To this end, we analyzed the Municipal Regulatory Plans (PRC), Municipal Development Plans (PLADECO), Investment Plans in Mobility Infrastructure and Public Space (PIIMEP), and other instruments of all 35 municipalities in Santiago (a total of 74 instruments). Firstly, we registered the words bicycle (s) and cycle path(s) in the IPTL and classified all initiatives aiming at encouraging or regulating cycling into six dimensions (regulations, safety and promotion, financing, infrastructure, citizen participation, and plans). Finally, we identified the municipalities with the most initiatives to promote cycling. The results show significant differences in the initiatives to promote cycling by area, being the central east the one with the most initiatives and recent instruments. In turn, the most frequent initiatives refer to infrastructure and Safety and Promotion, while the least frequent initiatives refer to regulatory incentives. Finally, the three municipalities that assign the greatest importance to bicycles in their IPTL are the municipalities of Providencia, Renca, and Vitacura.
