The historical literature on Chile and Bolivia recognizes that the relationships between the two countries has been mediated by conflict, condition that hinders the resolution of their diplomatic conflicts. Therefore, it is relevant for this research to know those internal variables that directly interfere in a bilateral understanding. The fundamental objective of this paper is to know the variables that influenced the diplomatics talks on the Lauca rivers and Charaña.
