This article gives an account of the resistance generated within the Chilean working class, the implementation of the Workers’ Insurance Fund (Law 4.054). The analysis was based on the review of the trade union press published between 1924 and 1938 in various urban and semi-urban spaces, from Arica to Puerto Natales. This spatiality allowed us to have a panoramic view of the system of worker’s funds for social security. The results allow us to suggest that during the revised temporality, criticism of the operation of savings banks proliferated, pointing mainly to the quality of social services, breaches and irregularities carried out by the State. Along these lines, the call for mobilization and need to reform Law 4.054 was a constant throughout the period studied. This accounts for the administrative shortcomings that the State had to organize social security between the 1920s and 1930s, giving space for the revitalization of mutualism associations, cooperativism and union organization. On the other way, this study allows us to stress views installed in historiography, referring to the social role that the State developed after the social laws of 1924.
