Assuming it is at the level of public services where the recognition of many of the human rights are finally settled down, among them in education and health care; this paper is aimed at offering an approach to human rights indicators in public services that can be used by those responsable for, and especially, by their users. The definition of simple and general measures is chosen, ideally covering all pertinent services and applied to the different forms of provision of services - state, social and comercial ones -, in order to give warning signals of the connection between rights and services. The methodology is based on discussion groups, expert consultations and documentary analysis.
