The administrative decentralization process in Chile, understood as a reform and modernization of the State, is oriented towards administrative and functional decentralization. This favors the strengthening of the regions in a gradualness of regulatory and institutional changes that support a transition towards the administrative autonomy of the regional territories. The process of transfer of powers, from different ministries or technical agencies specialized in matters of territorial planning, among others, grants new limits of action and attributions to the Regional Governments. Through a regulatory analysis, bibliographic review and critical analysis, the process and case of the Santiago Metropolitan Region will be exposed, and those difficulties faced with a revocation of powers (recentralization) due to the challenge imposed by the mechanism that protects the transfer of functions in matter of territorial planning that, being located in the Regional Secretariats of the Ministry of Housing and Urban Planning, have been transferred to the Regional Governments.
