This paper reviews the current status of studies related to citizenship participation in public management. The objective is to identify the concept, its theoretical foundation and the factors that influence its implementation. The results of the literature review are presented in three groups. In the first, the discussion about the origin and theoretical basis of citizen participation is synthesized. In the second, the different conceptions and typologies of participation are presented. In the third, the studies on the main factors that are identified as determinants for its implementation are presented. The challenges arising from the review of the literature are related to the need to promote more studies associated with exploring the conditions under which citizen participation strengthens representative democracy and the relationship between public administration and civil society.
