Incorporating research, development and innovation (R&D&I ) in the municipal public sector translates into direct benefits and constant improvements for: communes, citizens, institutions, taxpayers, services and officials. The implementation of an R&D&I management system needs to start with an evaluation of the organization, focused on detecting the level of management it achieves, the quality of its services and whether they practice, consciously or unconsciously, activities of the innovative type that allow it to be classified as such. Our Tool is clear and simple, oriented so that each organization can apply it without expert help (self-diagnosis), and whose results serve as an initial indicator to proceed to implement the organizational unit in charge of R&D&I. For its validation, the proposal was applied in the Municipality of Vallenar (IMV - Ilustre Municipalidad de Vallenar). The results obtained indicate that they are consistent, and that the need to be able to guide the process of incorporating R&D&I in an automated way is resolved.
