Novel concepts and processes expressed in the interview with Jose Rodriguez Elizondo, considered a relevant figure for the Chilean academy and foreign policy, are identified. Among the methods used, primarily, was the application of an in-depth interview to the academic and intellectual, which was stressed via content analysis, adding a review of functional academic texts to the construction of the theoretical framework focused on the relationship of social constructivism and other currents of thought coming from the theory of international relations. In main conclusions, the responsibility of Chile in the deficit management of the victory of the War of the Pacific from its culmination to the present is observed, and from this, the inability to accept that the solution passes through a trilateral relationship between Arica, Bolivia, and Chile, given what Arica implies for the three countries from the historical, economic, and territorial imaginary. Analytical interdisciplinarity is essential to advance proposals for solutions, regardless of the positive results obtained by Chile in the ICJ on October 1, 2018.
