This work presents twenty one theses on the allocation of scarce resources in times of pandemic or health crisis. The author assumes that treating a person as a mere means is never justified. On the basis of this fundamental principle, and other requirements of justice, he seeks to determine what are the limits to considerations, otherwise legitimate, of efficiency or utility. This allows him to discern which distribution criteria are morally acceptable and which are not.
