This article offers a set of theoretical propositions for the formulation of public policies on the formation of integral mothers in the Simoncitos Comunitarios of Venezuela, and arises from the need to instruct these mothers. To this end, theory-building ideals, elements of Vygotsky's Sociocultural Theory, and the characterization of Early Education were taken. From the methodological point of view, the research is based on the interpretative paradigm and phenomenological method, supported by the grounded theory and its constant comparative method. Participatory observation and in-depth interviews were used as techniques; as instruments: observation guides, notes, anecdotal record sheets and content analysis matrices applied to key informants were used. For the interpretation of the results, two major themes were established: Formulation of National Public Policies (FPPN), and Formation of Integral Mothers (FMI).
