States and their respective governments are being forced into the Industrial Revolution 4.0 as they approach 2020. Modern companies in many countries of the world, the global economy, business, finance and technology have been adapting to this powerful new revolution, so that the industrial processes of the countries that have adopted it are called Industry 4.0. This brings great social changes, labor changes, reinvention of professionals and entrepreneurs and adjustments in the way of doing things that, many of them, are regulated and strictly regulated by governments. Therefore, for Latin-Americans countries, to survive and empower themselves with the 4.0 revolution, states and government 4.0 are required. Not participating can mean poverty and marginality.
