This article analyzes the health context and the service frame where the Units of Prompt Attention (UPA) were incorporated in the Greater Buenos Aires (GBA), in the period 2010-2015, initiative, of responsibility of the Province of Buenos Aires (PBA) ). First we present the functions of the services provided by the UPA, then we characterize the state subsector and health policies at the provincial level. Subsequently, we analyze the supply of services of the municipal state subsector in the GBA. Finally, it is concluded that these services were installed in municipalities with the presence of services of the Provincial Ministry and in the context of worse living conditions.
