The objective of the study is to analyze and understand the organizational leadership styles developed by both women and men to participate in the management of public policies developed in the Provincial Municipality of Puno. The methodology of the study is qualitative, whose design is phenomenological, because it emphasizes the analysis of meanings and senses that individual actors give to their subjective experiences lived, collectively, around the process of local public policies. As a result of the research it has been identified that in the process of managing local public policies, women tend, to a greater extent, to exercise the transformational leadership style; whereas men tend, predominantly, to exercise the transactional leadership style. In certain circumstances or situations both genders make complementary use of both styles of transformational and transactional leadership.
