This article uses a political economy approach to order to understand the slow decentralisation process in Paraguay during the democratisation period since 1989. It focuses on the role of patronage in influencing five aspects of the decentralisation process - human resource management, accountability and transparency, local economic development planning, intergovernmental fiscal transfers, and inter-municipal association - and argues that this has led to a less inclusive human development strategy by local government.
