Participative policies designs are not neutral. They have a direct impact on the policies outcomes. In this regard, it seems that policies formats should have a direct correlation with its objectives. However, when analyzing those policies designs, some flaws can be found to the detriment of -at least-two of their main objectives: deliberation and inclusion. The aim of this work is to analyze the inclusive and redistributive characteristics of citizen participation policies (Participatory Budgeting -PB- and Neighborhood Councils -NC-) in Montevideo and Rosario over the 2002-2012 period.
