In Mexico, and possibly in Latin America, we have insisted on referring to the municipal government as a single, homogeneous entity. Certainly a good part of the problems are common, but each country faces a diversity of challenges and thus it is necessary to disaggregate the municipal question in various degrees of complexity and according to the diverse severity of lags that are being faced.
