This article analyzes the tensions faced by the Refugee Eligibility Committee (CEPARE) created by the Argentine government to grant refuge to Chilean exiles. It analyzes the conflict of implementing "technical" criteria in the face of a political problem such as violence and crimes committed by refugees, and seeks to understand the role of Chilean intelligence services in Argentina. The article considers the problem of the recognition of the refuge in the national political context and of its relations with Chile.
