The purpose of the investigation is to determine the criteria for resolving the problem of the statute of limitations for administrative infractions and sanctions based on the principle of proportionality, when there is no general rule. It is stated that a uniform deadline is not admissible, ignoring the seriousness of the infringement. In this case, the frame of reference is constituted by the administrative and penal legislation, which is the closest disciplinary matrix of the regime of administrative infractions.
