Assigning the shear strength of discontinuities in rock masses should consider, in addition to their basic properties such as roughness, filling or continuity; the scale of the problem under study and risk associated with the determination of this parameter. In this paper, recommendations are presented to take into account these factors and to define the most appropriate methodologies to determine the shear strength of discontinuities for a wide range of conditions, using experimental, numerical or empirical tools.
