This article deals with the emergence of the Panel of Experts of the General Law of Electrical Services (LGSE) as a body that exercises competence in a regulated area of the economy of a highly technical nature. It is considered that, as much as the law presents a general principle of economic efficiency, the jurisdictional exercise of the Panel can justify his decisions in arguments of a consequentialist nature, stressing the traditional thesis that the judge should only know and solve the specific case without considering subsequent ends.
