Using the information contained in the public accounts of 20% of municipalities of the country, we study the implementation of local economic development policies for a group of municipalities between 2007 and 2015, is also observed. The results indicate that the relative importance of employment and human capital policies has decreased, policies of entrepreneurship have maintained, while of institutional strengthening and the communal productive system have increased. In this, the role of programs and agreements between municipalities and central government agencies seem to have played a key role.
