The article focuses on the first decade of the environmental debate in world politics. Hypothesized that this debate reflects a principal stress, to understand the environmental crisis, between the perspective of the industrial world - developed or North and the prospect of developing world or South. For the South, it will be essential to link the environmental problems to development issues, and in this effort to unite the concepts of the Environment and Development in global environmental debate, highlighted particularly the Latin American contribution.
