This paper discusses the concept of social integration, linking it to the debates on citizenship in the context of democratic states. The discussion sheds light upon how the ideology of constitutive homogeneity in modern Nation-States has imbued the concept of citizenship, debating the intrinsic relationship of this concept to the principles of freedom and equality. The text also exemplifies how the mechanisms for granting the residence card and nationalization of migrants in Spain build national borders, relapsing into modern conceptions of exclusion / inclusion. In the conclusions, a concept of citizen participation based on dialogic consensus is proposed.
