This paper aims to describe and analyze the mobilisations of the landowners union sector during President Eduardo Frei's agrarian reform. We argue that the landowners' union was trapped between the State's modernizing reforms, especially the land reform, and the peasants' and natives' demands, in order to obtain land ownership. This led the union to attempt to stop the process and to mobilise against the peasant and native aspirations with a wealth of strategies, including strengthening their organisation and elaborating a new narrative which would enable them to align their position with the development discourse to pressure the government.
