In a neoliberal economic context, it takes place an important development of real estate projects in the Central Urban Macrozone of Chile (Hidalgo et al., 2014a; 2014b), on the coast of the Valparaíso Region, which have affected to the community of landowners of three spas in this area. These communities have articulated methodologies of resistance from the judiciary, due to the vulnerability of local land use planning instruments. From an informative description of the situation of three coastal towns – Isla Negra, Tunquén and Ritoque –, this work propose a review of the forms of opposition to the implementation of these projects, the organization of communities, and the fragilities on planning of the coastline. The situation analysis, current literature on urban coastline and reading the scope of the legislation in the spatial planning, are used to describe the subject matter of this paper. Finally, this work offer alternatives to categorize the actors in conflict, in addition to questions focused on subsequent critical analysis.
