The financial business character of concessions agreements in infrastructure is often remarked by legal scholars in administrative law. However, the legal consequences of their financial business nature have not been fully studied in the Colombian legal system. This paper examines the legal effects of using financial models to concessions agreements in infrastructure. It shows the different results of applying financial models to four generations of road concessions in Colombia, as well as the upcoming developments on infrastructure projects awarded under public private partnership schemes.
