This paper conceptualizes and analyzes the presentation of Dr John V. Murra in a meeting intended to discuss strategies for the development of rural sectors of Arica, organized by Junta de Adelanto de Arica (JAA) on July 23, 1975. The meeting, which took place in the headquarters of this non-governmental organization, was arranged by the Departamento de Antropologia of the Universidad del Norte with the intention of giving an anthropological orientation to the development program. Participants confronted two positions on this matter Following our analysis, the complete text of the meeting is transcribed, which shows the current positions of that epoch.
