Outline a new institutional framework within the public administration probably will require many changes that we do not know well how to deal with. In any case, some are already evident. Systemic governance, rather than destructive competition or circumstantial and instrumental networks moved only by economic profit. Institutional systems of enforceability of rights that can be used by those who most need them, rather than to strengthen the social asymmetries. Public accountability, rather than unilateral presentation of formal histories. Assessments that serve to guide the policies, rather that will lead to only reify that can be easily measured. Valuation of public personnel, rather than deepening of its inequalities and marginalization of their rights. And, prominently, opportunities for the expansion of the interfaces between the State and society that lead to the reinvigoration of the public sphere, rather than instrumentalized instances or directly co-opted by the State or taken over by pseudos social representatives, who did not become citizen incidence about the democratization of the policies or the accountability of public management.
